how hard would it be to make a 4 like display show song data on the first 2-3 lines and have a specrtum analyzer on the bottom 1-2 lines?

Well first study the protocol for the LCM, then implement a low level communication class in software for the given output device based on your studies. A high level API level would then make sence so you could call it from your application which would make sence then to be a plugin to Winamp since the MP3 format is way too complex/time-consuming for most people to jump into!
