I have not been able to find a datasheet for the hg16501-b/hg16501-ng-ew , about all I can see is that it has a T6963 controller.

From looking at the photos, it appears that our CFAG160128B-YYH-TZ might be a pretty close match:

There is also a blue version:

I see terminals labeled "EL" on your photo, which would probably be for an ElectroLuminesecent backlight. Those are no longer available. So you would have to expect to do some kind of work to get the backlight going.

Without the datasheet for the hg16501-b/hg16501-ng-ew, it is mostly guesswork though.
