Strange problem with double pixels on CFAG240128LYYHTZ

Hello. I built a pcb today, fit everything on the board.. and result is the same. If there's a bounce on the E line I really dont know how reduce that "noise". I tried with different resistors, capacitors, the 5V is as stable as it can be.. I'm running out of ideas. I'm using ATMEGA32 chip, could try ATMEGA8 but I dont think that will make any difference at all. Looking for ideas..
