Short on +5V Rail on 633

While testing communications on a 633 from a bench supply, the display suddenly tripped a current limit (set at 50mA) on the +5V supply.

Subsequent tests with a VOM show approx 7ohms between +5 and GND.

Not sure if this might have been caused by ESD or otherwise, as the board was functioning normally for a short period of time.

The Cypress cy8c26443 seems to run hot if I temporarily apply power to the +5v input.

If the Cypress chip is the likely culpret -- can I order a new chip to swap it out? What are my options.
