in order to power the back light, do i need to have a variable resistor across Vdd and Vss with the wiper going to Vo AND have power going to pins 15 and 16?

I have a 5.29 volt regulated power supply, and was wondering how i should connect this lcd up to the power?

You MUST have a current limiting resistor in series with either pin 15 or 16 for the backlight. The calculated value for a 5.29 volt supply would be about 8.4 ohms, 1/4 watt. An 8.2 ohm would do, but do not use a lower value or you will decrease the life of the display.
