Is the potentiometer adjusting both VDD and Vo, as it shows in the data sheet? or should it just control Vo? thanks

The pot goes between Vdd and Vss, with the wiper to Vo. Its just a bad diagram in the data sheet. Look in the DS for CFAG12232D-NYG.

Connect the end terminals of the pot to Vdd (+5v) and Ground (0v). Connect the wiper (center terminal) to Vo.
