Thats the Crystalfontz 634 backlit LCD mounted on what looks to be a Lian-Li style 634 bracket (or a painted normal 634 bracket).

The software its running is CrystalControl.

So yes... you can get exactly that LCD setup right here

It is a 634 mounted on a bracket without the black, beige or brushed aluminum faceplate. View the bracket here and compare them to your PC.

it clearly has an inside border on the lcd.. its either custom or made by some mod company for that lian-li case.

Triangle has it right. It is just a PDBK634* with the overlay removed, and the metal showing (or painted).
