632 mounting bracket screws???!!!!

I have tried every size screw known to a computer nerd when trying to screw the mounting bracket to the drive bay. There is not one screw that will thread into this! Is there are problem with QC on behalf of whomever you are having manufacturer these brackets? I really need this bracket working. Thanks.

They are a "4-40 x 1/4" (#4 size, 40 threads per inch, 1/4 inch long).
