CFAG320240CX: Help!! .. 0.19V on Vee (pin 17)

I am having trouble with CFAG320240CX-TFH-T-TS. I see 0.19V on Vee (Pin 17) . What can i do?

Is that with pin 17 disconnected from anything else? Does it change if you adjust the onboard pot?
